The Coalition Against Corruption is an alliance of the private sector, non-government organizations, and the Church that fights corruption. Launched in September 21, 2004, its mission is to implement and support counter-corruption projects, initially in the area of procurement and delivery of essential public services, and inspire ordinary citizens to join in efforts to combat corruption.
The projects include training observers for Bids and Awards Committees, monitoring of textbooks with the Department of Education, monitoring of medicines with the Department of Health, Internal Revenue Allotment Watch, Pork Barrel Watch, Lifestyle Check program, and prosecution and investigation support on the Comelec cases and other corruption cases.
The members of the coalition are the Makati Business Club (MBC), Catholic Bishops’ Conference of the Philippines (CBCP) and its National Secretariat for Social Action (NASSA), Bishops-Businessmen’s Conference for Human Development (BBC), Caucus of Development NGO Networks (Code NGO), National Citizens’ Movement for Free Elections (Namfrel), and the Transparency and Accountability Network (TAN).


Cuisia accepts chairmanship of CAC
29 September 2006--Makati Business Club chairman Ramon del Rosario Jr. recently announced new leadership of the Coalition Against Corruption during the Makati Business Club meeting with World Bank managing director Juan Jose Daboub on Corruption and Competitiveness. Jose Cuisia Jr. has agreed to take over as chairman of the coalition with David Balangue as the new vice chairman. Del Rosario had served as the anti-corruption group's chairman since its launch in September 2004.
Del Rosario led Coalition Against Corruption in its campaign deploying volunteers to monitor government's procurement and delivery of services. CAC's current efforts are focused on improving efficiency of public health services, improving quality of education by delivering enough textbooks, demanding transparency in the use of congressmen and senators' pork barrel funds, and proper use of internal revenue allotments in local government units.
The CAC also closely monitors important corruption cases involving ranking government officials, including the case of former Armed Forces comptroller Gen. Carlos Garcia, the Comelec poll automation case, and the fertilizer fund scam.
Cuisia is a former Central Bank governor and current executive of Philam group of companies. Balangue is the present chairman of audit firm SGV-Ernst and Young. Del Rosario expressed confidence that both will continue to steer forward the coalition's campaign for greater accountability and better governance, as well as promote the culture of transparency in both the public and private sector.
Coalition Against Corruption also added a new member organization to its steering committee. Barug! Pilipino chairman Ricardo Cardinal Vidal accepted CAC's invitation to join the coalition. Barug! Pilipino is a Church-based anti-corruption movement in Cebu.
Textbook Count 3 Well on Its Way
07 September 2005 –Delivery of textbooks for Textbook Count 3 Project is scheduled to proceed to Zone 4 provinces (see Schedule below). The Department of Education aims to deliver 1.3 million textbooks to 42,000 Public Schools from Batanes in Region II to Siargao in Region XIII. High School IV Math textbooks and Grade 3 Math textbooks are scheduled for distribution to designated schools. Textbook Count 3 will run from August to October 2005. Since 2001, the Department of Education has successfully delivered over 100 million books to public school students. <more>
Procurement Watch Inc. Training for New Volunteer Observers
15 August 2005—Procurement Watch Inc. will be conducting Orientation and Training Sessions on the Government Procurement Reform Act of 2003 for potential volunteer observers and trainers for the Bids and Awards Committees of various government agencies. GPRA 2003 was enacted in response to the need to reduce graft and corruption in government transactions. Grant assistance for the Training is provided by the ASEM2 Trust Fund of the World Bank through the DBM. <more>
